SUMMARY
Portable Appliance Testing ensures the electrical safety of all portable electrical equipment. Each test checks the following:
Visual inspection
Earth continuity
Lead polarity
Insulation resistance
All appliances are categorised into 3 different classes with Class 1 being the most dangerous:
Class 1 - Only basic insulation and relies on an earth connection for safety
Class 2 - Doesn’t rely on an earth connection and has extra insulation
Class 3 - Low voltage items
All items belonging to the landlord must be checked and once the test is completed, you will be issued with a report outlining any issues where applicable.
PAT tests must be carried out annually in Scotland.
CURRENT LEGISLATION
The Housing (Scotland) Act 2006 is the main legislation for landlords in Scotland. From 1st December 2015 landlords are required under sections 13(4A) and 19B(4) of the Housing (Scotland) Act 2006 to:
• Ensure that regular electrical safety inspections are carried out by a competent person, and
• Have regard to the guidance issued by Scottish Ministers on electrical safety standards and competent persons.
• A periodic inspection of the electrical installations, fixtures and fittings.
